The report points to deficiencies in all the countries involved in the Project; these deficiencies, however, differ in terms of their seriousness. While priority has been given to the new member states and a candidate country, there is also a certain focus on old member states which show particularly subtle situations. Drawbacks/deficiencies have been identified
in two areas of competences:
1. Social partners:
The study of the deficiencies needs to be supplemented
on a larger basis with a survey on the following issues:
Ͻ Mechanisms for the designation and/or election of employees’ representatives ;
Ͻ The content of the information provided ;
Ͻ Putting forward positions of the employees’ representatives and taking into consideration such positions ;
Ͻ Concluding agreements on the information and consultation procedure ;
Ͻ Ensuring resources (equipment, finances, training) to the employees’ representatives.
The objective is: transparency in terms of the observance of rules and/or agreements, identification of problems, exchange between the European social partners (EFFAT –
GEOPA/COPA), and providing solutions tailored to each participating country. Here are a few solutions:
Ͻ Drawing up a Charter on the development of consultation in enterprises, including the smallest agricultural farms, via the mechanisms for an efficient representa
tion of workers and employees ;
Ͻ Measures at the local level, aimed at ensuring the observance of the information and consultation procedure, agreed upon in partnership between the trade unions and the employers’organizations at the national level.
Ͻ Measures for monitoring the outcomes ;
Ͻ Exchange of best practices with a view to making projections within the meaning of the above.
2. Governmental institutions The above mentioned survey should also encompass the legislation – identify the countries where the legislation restricts the right to information and consultation – in order to make an assessment of challenges (the inertia of public authorities, the content of information) and instruments (the right to training, resources available to employees’ representatives, etc.). This survey should be conducted under the auspices of the European trade union and employers’ federations; it should cover each individual country; and should compare the positions of the local social partners and make an analysis of the legislation. The findings from the national survey will subsequently be presented to the public authorities.
B. nAtionAL LeVeL Taking into consideration the project objectives and the delivery of these objectives so far, the table below lists a number of recommendations which may be helpful to the stakeholders in their practice and future activities. We reiterate these recommendations, for the sake of clarity, by indicating
the implementation status quo within this project:
Ͻ Promote the preparatory activities for the establishment of transnational bodies and/or I and C mechanisms, as well as encourage the exchange of information and best practices in order to ensure favorable conditions for putting in place these mechanisms ;
Ͻ Promote transnational measures which will enable EU ProjEct VS/2012/003/0305 Informed and experienced for sustainable agriculture the new member states and the candidate countries to contribute to fostering employees’ participation ;
Ͻ Promote innovative activities aimed at the management of employees’ participation, the facilitation of change forecasts, and the prevention and settlement of disputes.
Our recommendations are, as follows:

The final Transnational Conference under the Project held on July 4, 2003 confirmed the commitment and the efforts made by the partners with respect to promoting higher level of information and involvement of workers and employees in the sector, and to further developing the social dialogue in Agriculture. The Conference once again confirmed the consistent position of the trade unions: if we opt for better employment, high-quality jobs, good/decent income and employment motivation, the quality and potential of the workforce in Agriculture can be improved only by means of social safeguards for workers and employees trough an efficient social dialogue in the agricultural sector. The participants’ will was expressed in the final document – The Position of the Conference presented hereinafter.
Actions can be taken at two levels – European and national. Then the European social partners can present the draft of a new report on the actions to be recommended for the European and national levels. This conference may become a platform for taking and implementing decisions (see the action program). This item will be included on the agenda of the Sector Council for Social Dialogue.

TRANSNATIONAL BROCHUREEU ProjEct VS/2012/003/0305 Informed and experienced for sustainable agriculture Diese Transnationale Broschüre zur Unterrichtung und Anhörung in der Landwirtschaft ist ein wichtiges Ergebnis der partnerschaftlichen Arbeit am Projekt VS/2012/003/0305 „Informiert und erfahren für eine nachhaltige Landwirtschaft“ und wird mit der finanziellen Unterstützung der EU herausgegeben. Sie ist ein informatives und analytisches Nachschlagewerk über die Landwirtschaft in Europa unter dem betrachteten Aspekt der Unterrichtung und Anhörung in den Partnerländern und beinhaltet mögliche Lösungen und Empfehlungen Arbeitnehmer die Interessenten zur Verbesserung der Beteiligung der Arbeitnehmer und Arbeitgeber Arbeitnehmer den gegenwärtigen dynamischen Prozessen. Wir hoffen, dass sie einen Beitrag zur Verbesserung des Rechtsrahmens über Unterrichtung und Anhörung am Arbeitsplatz in der Landwirtschaft und zur Förderung der industriellen Demokratie im Sektor durch besser informierte und erfahrene Sozialpartner leisten wird.

The Transnational Brochure on Information and Consultation in Agriculture is an important outcome from the partnership activities under this European Project VS/2012/003/0305 “Informed and experienced for sustainable Agriculture” and is issued by the support of the European Union. The brochure is an information and analytical reference material about agriculture in Europe, in particular in the area of information and consultation in the partner countries; it provides the stakeholders with some potential solutions and recommendations in terms of improving the employees’ and the employers’ involvement in the current dynamic processes. We hope that this brochure will be instrumental in improving the legal framework regarding information and consultation in the workplace in the agricultural sector and in promoting industrial democracy in the sector by contributing to better informed and more experienced social partners.
